Bio:
An expert on banking regulation and on economic sanctions, Professor Malloy came to McGeorge in 1996 from Fordham University, where he was a member of the law faculty for nine years. From 1976-1982, Malloy served successively as Research Associate at the Institute for International Law & Economic Development; as Attorney-Advisor with the U.S. Treasury’s Office of Foreign Assets Control (where he was recognized for his efforts during the Iran hostage crisis); as Attorney-Advisor with the Office of the Comptroller of the Currency; and as Special Counsel for Enforcement and Disclosure Policy at the Securities and Exchange Commission. He has served as a consultant to various federal government agencies on issues involving bank regulatory policy or international economic sanctions. A prolific writer, Professor Malloy has authored or edited more than 70 books and book-length supplements, including his three-volume treatise, Banking Law and Regulation,his casebooks International Banking, and Banking and Financial Services Law, treatise, U.S. Economic Sanctions: Theory and Practice, and his hornbook Principles of Bank Regulation. Professor Malloy was recognized by the University of the Pacific as Distinguished Faculty of the Year in May 2000.
